Heeft men zeer veel tijd beschikbaar, dan begint men met die werkzaam
heden, welke de meeste tijd vorderen, dus met de onderstanden en met
de loopgraven. Verder geeft het artikel aan hoe de verschillende
werkzaamheden moeten worden verricht.
In „New responsibilities of the British Empire" geeft Schr. aan welke
spoorlijnen moeten worden aangelegd om een korte en veilige verbinding
tusschen de verschillende gebieden, waarin Engeland groote belangen heeft
te verkrijgen. It is obvious that for Great Britain, both from a commercial
and military point of view, it is very desirable that the railway as
finally constructed should lie throughout its length in territory which is
under British control. During the past 18 months, therefore, reconnaissances
have been made for a railway which would cross the desert between
Haifa and Bagdad." Nagegaan wordt welke richting deze lijn moet volgen
en welke plaats het eindpunt van deze verbinding zou moeten worden
zoowel uit een commercieel als uit een strategisch oogpunt, terwijl verder
de verbindingen met Perzië en met Br.-Indië worden besproken.
„The influence in the future of aircraft enz." geeft een organisatie aan,
waarbij de verhouding tusschen dit nieuwe strijdmiddel en leger en vloot
het zuiverst tot haar recht zal komen en behandelt daarna op welke wijze
van de luchtmacht kan worden gebruik gemaakt voor de verdediging van het
moederland en van de koloniën. Schr. merkt op: „The Empire is dependent
on command of the sea for its security, yet the Navy is no longer capable
of protecting the homeland itself from attack, because that attack can be
delivered through an element over which the Navy has no control."
Houdt men daarbij in het oog, dat het moederland niet ver is gelegen
van het vaste land en „That the present type of civil aircraft can be
converted to bombing purposes in a single night, and that civil aircraft
based on Belgium, France or Germany can reach London with ease", dan
spreekt het van zelf, dat de verdediging tegen een vijandelijke luchtvloot
reeds in vredestijd moet zijn georganiseerd, temeer waar „Aircraft, by
reason of their mobility and their perpetuel readiness for war, expose an
unsuspecting nation to attack by an unscrupulous enemy without any
declaration of war. The enemy who is within air striking distance can
destroy cities and industries, can paralyse mobilisation of other forces, can
take the lives of citizens and can deprive of their daily bread those who
escape death by violence. Modern war calls the entire nation to arms;
the airoplane is the very enemy of every citizen of the hostile nation.",
en zal dit blijven omdat „the limits of what is permissible in
war is in many ways elastic, and a new weapon opens

Schr. het nut van kustartillerie met dat van vliegtuigen, waarbij de bewe

de nacht is de aeroplaan in het voordeel, sinds de uitvinding van „a flare
of over 500000 candle power, which illumines an area of over 5 square
miles. One of these flares, dropped in the vicinity of the enemy's gun
flashes, will reveal his vessels and expose them to as accurate a bomb
attack as by day. Gewaarschuwd wordt tegen een versnippering van de
vliegtuigen over de geheele kust. „Aircraft could detect the approach of
and deal with a hostile convoy some twenty hours before the slow moving
transports could reach the shores. he effect of bombing on crowded and
bulled transports is beyond dispute. Even presuming that the enemy
observation, it would take 48 hours in calm weather to disembark
70JOO men on a coast. Consider the position of this helpless mass of
transports exposed for 48 hours to continuous submarine, bomb and
machine-gun attack."
Verder wordt besproken het gebruik van vliegmachines tegen den I. V.
bij strafexpedities, terwijl voorts in beschouwing wordt genomen het nut
ervan in een oorlog te land en ter zee.
