seems to us, Japanese, to imply an equal regard by the Americans for
the rights of their neighbours in their natural spheres of influence, we
find the „Star-Spangled-Banner" hoisted in the most cavalier fashion at
Hawai and the Philippines, etc., and its self-complacent citizens procee
ding to convert the Pacific into an American lake, oblivious of all the
other peoples on its shores Now, to crown this policy, they have
passed an Act by which they brand the Japanese as an inferior people
a people who in our own days have risen to the rank of a recognized
Power, and whose written history of some three thousand years shows
them as creators of a brilliant civilization, justly envied by the whole
world".
Schrijver citeert de volgende uitspraak van den oud-Premier van China:
„The anti-Japanese act of America is not aimed exclusively at Japan. It
is a wholesale rejection of Ihe coloured races. It is an act of injustice
which is unpardonable. We must exert ourselves to the utmost in order
to remove this abominable racial prejudice of America,"
Hij herinnert er aan hoe Japan onmiddellijk, en niet als Amerika na
drie en dertig maanden wachten, Engeland bijstond tegen „the nrghty
enemies of civilization" en hoe Amerika zich onttrok aan den Volkenbond.
,,She prefers to remain indoors, maintaining her highly convenient Monroe
Doctrine exclusively for her own use, while insistently demanding from
other ^countries the maintenance of „the open door" and „equal oppor-
'unity" more particularly in Persia and the Far East, including Manchuria".
Hij stelt voor dat de beide landen elkaar vaarwel zullen zeggen en zich
terug zullen trekken, ieder in eigen sfeer. „1 am sure", zegt hij, „Japan
will be delighted to devote most of her spare time, money, and energy
to the peaceful penetration of the East."
Hij besluit: „Although at times parading as rain, hail, snow, ice or
frost, the water that streams down our mountains and through our valleys
remains ever the same. So it is also with the human race. Although divided into
whites, browns, yellows, and blacks, the selfsame blood courses beneath our
skin. And when that skin, whatever its colour, is cut, it bleeds.
There can be no doubt that the humiliation inflicted upon the Japanese
people an offence to their national dignity rather than a material loss
has drawn blood in our country. It has deeply intensified the feelings
of my compatriots of all classes."
Wij vermeenden dit waardig en ernstig betoog van voldoende belang
om er wat langer bij stil te staan. Het tweede artikel is „Industrialism and
the Pacific" door John de la Valette.
Schrijver zegt, dat in 's werelds geschiedenis maar al te vaak staat
opgeteekend, hoe Engeland onvoorbereid tegenover de naakte werkelijkheid
kwam te staan. Hij zegt: „Our unpreparedness cost us dearly in the
Great War, and neglect in time the realities of the Pacific may entail
disaster. For we must not blink the fact that in those distant and hitherto
vaguely romantic waters there breeds the germ of the world's next tragedy:
the conflict between East and West, between the yellow races and the
white, brought nearer every day by the inexorable logic of progressive
industrialization".
Hij betoogt dat de groote verschillen tusschen China en Japan nog langen
tijd een samengaan dezer volken zullen tegenhouden, maar dat Japan
genoodzaakt is een overwegenden invloed uit te oefenen op China en in
dat land zijn grootste afzetmarkt voor zijn steeds toenemende indrustrie
te zoeken met uitsluiting, zooveel mogelijk, van Europeesche en Ameri-
kaansche concurrentie.
Behalve de noodzakelijkheid voor Japan om voor de steeds vermeerde
rende producten zijner industrie een afzetgebied te vinden komt bovendien
de behoefte aan grondstoffen steeds meer naar voren. „For petroleum, out
side Amerika and Maxico, she can only draw upon the Dutch East Indies.
