Vervolgens bespreekt hij het Japansche emigratie-vraagstuk en onderzoekt
de oorlogsmogelijkheden in de Pacific, welke volgens hem dikwijls overdre
ven groot worden voorgesteld. Hij ziet de strategische positie van Ned.
Indië bij een gebeurlijken Pacific-oorlog als volgt:
„In a protracted war the Netherlands East Indies would be of great
strategic value to the state or states at war with Japan. Firstly, of course,
with a view to the withholding of supplies, and secondly, as a base for
attacking Japan. The Malay inlands are much nearer to Japan than to
the United States, and whereas they are chiefly of economic value to
Japan, they would be of great strategic and economic value to her enemies.
Holland in the East occupies much the same position as in Europe, where
during the world war she proved an almost ideal buffer state. Strong
enough to be left alone, not so strong as to be dangerous, she is above
all almost passionately pacific.
What do the interested parties expect of her? Obviously, if Holland
can be relied upon to withhold supplies of contraband produced in the
Nehterlands East Indies from Japan, and if she is able to safeguard the
passage of merchantmen through the several straits between the Sunda
inlands, thus keeping open the searoutes between Australia and other
American and British possessions and Singapore, this would be of so
much value to the belligerents that they would respect Holland's neutrality
in the East. As it behoves England to have a strong naval base at
Singapore, so it behoves Holland to maintain sufficient naval forces in
the Netherlands East Indies. For if which I do not by any means
wish to assert Japan ever harboured any designs like those
which her detractors ascribe to hei, she would at once be convinced
of the hopeless prospect of an armed conflict. England's right to
fortify Singapore is one of the principles on which the Washington trea
ties are based. Japan has taken it into account when she adhered to them.
It has been laid 011 the scales which came into equipoise there. When,
therefore, England shows her determination to hold Singapore as a forti
fied base, and Holland hers to maintain her neutrality, peace in the Paci
fic may remain undisturbed for a very long time te come, and in the
meantine other solutions for the questions at issue may be found ana tried
for the welfare and contentment of alle mankind".
Evenzoo geeft het artikel „Japan and Indo-China" van August Brunet,
een Fransch Kamerlid, inzicht in de verhoudingen in een ander deel van
den Pacificrand. In lndo-China wordt de Fransche handel meer en meer
door de Japansche van de markt verdrongen, hetgeen in die kolonie onge
rustheid wekt.
Revue dTofanterie. Janvier 1925. Een belangrijk artikel is dat van den
generaal Passaga „Le combat—Ce que nous a appris la guerre".
Bij het lezen moet men zich steeds voor oogen stellen, dat de daarin
neergelegde denkbeelden in het allernauwste verband staan met de erva
ringen door het Fransche leger opgedaan in den laatsten oorlog en in
hoofdzaak op het Westfront Schrijver van het artikel waarschuwt tegen
eene in Frankrijk naar zijne meening veldwinnende meening: „que, dans
le cas général de Ia bataille, l'infanterie peut s'affranchir de ['interven
tion des canons ou des chars, c'est-è-dire de l'aide des engins neutrali-
sants!" Hij ziet in het artikel van den Duitschen generaal von Taysen
„Material oder Moral?" en andere dergelijke artikelen in de Duitsche pers
een middel: „d'encourager soumoisement et de piquer au jeu ceux de nos
camarades, qui oublieux des legons du passé" geneigd zijn om die mee
ning voor te staan. Hij betoogt, aan de hand van de lessen uit den groo-
ten oorlog:
Aujourd'hui, on peut dire que lorsqu'il s'agit de monter une attaque de
front contre un ennemi en position, l'amplitude du front d'attaque est
nettement déterminée non plus par le nombre des bataillons, mais bien
par le nombre des engins neutralisants dont on dispose.
