Coast Artillery Journal. September 1925. Naast het zuiver kustartilleris-
tische gedeelte van den inhoud, dat voor dit overzicht van minder belang
is, komt in dit nummer een zeer interessant artikel voorover: „Limitations
of aircraft in naval warfare" door Lieutenant commander Sidney Ballau.
De strekking hiervan is aan te toonen dat het onjuist is de defensie van
Amerika in hoofdzaak te baseeren op het luchtwapen. De voorstanders
van dat denkbeeld hebben het in Amerika in de eerste plaats gemunt op
de marinebegrooting om fondsen te vinden voor de uitgaven welke uit
breiding der luchtmacht mogelijk maken.
Vandaar dat in dit opstel de ondeugdelijkheid wordt aangetoond van de
luchtmacht als vervanging van de zeemacht.
In de eerste plaats toont schrijver aan dat „air power" verreweg de min
dere is van „sea power" voor wat betreft werkingssfeer. Treffend is de
volgende vergelijking:
„Briefly, the aircraft is too limited in radius of action to wage suc
cessful war on seapower. The fheatre of operations is too large, A battle
fleet radiates lines of power from its position like a queen on a chessboard.
It can check from the opposite of the board. A knight can attack and even
capture a queen without danger to itself if it can get near enough and in
the right position, but when a knight is proved to be stronger than a
queen, then an airplane will be stronger than a battleship."
Een middel om de werkingssfeer van vliegtuigen te vergrooten is het
mobiel maken van hun basis, dus de aircraft carrier.
Te dien opzichte zegt schrijver:
„An aircraft carrier is a surface vessel, and when we have put our air
craft aboard we have subjected it to all the limitations of surface craft."
„As a surface vessel the carrier has no more power than a cruiser, and
it is against cruisers, not capital ships, that she would have to battle her
way to the point where she could strike at the battle fleet."
Voorts verwijt hij het luchtwapen:
le. Tactische zwakte tegenover oorlogsschepen.
Het aanvalswapen der luchtmacht is de relatief langzame bommen
werper, het verdedigingsmiddel van de aangevallen vloot het zooveel
sneller jachtvliegtuig.
2e. Afhankelijkheid van weersomstandigheden.
3e. Kwetsbaarheid.
„During the entire time that an attacking plane of either type is within
range of antiaircraft guns, it is in itself an impotent target, except for
one brief moment at one definite and predictable point. From the moment
it is sighted the path that it must traverse to reach its striking point is
known. It is only necessary to put in that path a creeping or „ladder"
barrage of bursting shells to make the odds against arriving rather heavy".
4e. Weinig aanvalskracht en trefkans:
„A few weapons, lyke the bayonet and hand grenade, call for closer
contact with the enemy, but no one but an aviator is called upon to
make his final estimate and calculation under conditions of such hurried
strain and such imminent peril to himself and his mission. If there is any
sort of defense in the air he will not only be dodging a puisuit plane
armed with a machine gun, but will be wondering whether he can get
his bomb off before the next antiaircraft burst will get him. With all
the courage in the world and conceding that his anxiety is not for him
self but for his success, these conditions are not going to make for ac
curacy in firing his one corrected shot".
Schrijver toont voorts nog aan dat de ervaring in den wereldoorlog met
het luchtwapen opgedaan, weinig reden geeft om veel vertrouwen te stellen
in het luchtwapen in een strijd tegen het oorlogsschip, Hij besluit zijn zeer
belangrijk opstel met de volgende conclusie:
„Wars, wether on land or sea, will be won in the future as they have
been in the past by the comparatively slow but irresistible force which is
