ties. One thing, however, seems certain to the writer of this article, namely
that if the Indian politician is to be allowed to have his way with the
Army, and does anything to wreck the psychological influence which the
British officer now has over his men, than our military macine in India will
be reduced to the condition of Eastern armies of a hundred an fifty years ago".
Uit het opschrift: „Promotion of Officers" van een ander artikel uit dit
lijvige periodiek, blijkt, dat niet alleen in ons leger deze aangelegenheid tot
de brandende questies behoort.
De nieuwe voorschriften voor het Engelsche leger wijken in principe niet
af van het tot dusverre aldaar gehuldigde systeem. Zij hebben dan ook uit
sluitend ten doel de keuze voor de hoogere rangen strenger te maken en de
zekerheid te verschaffen dat buitengewoon bekwame officieren de hoogere
rangen op een behoorlijken leeftijd bereiken.
Het zijn vele bekende geluiden die wij in dit artikel vinden:
„It is not new to say that promotion to the rank of colonel and above
shall be „by selection," but the present regulations'are judges to be inadequate
in that they fall to define the conditions and qualifications which render an
officer eligible for selection.
It is for this reason that definite rules have been laid down for the guidance
of those who are reponsible for the selection of officers for promotion".
Nu is het met deze definitieve regelen ook al weer niet zoo heel duidelijk
gesteld. De anciënniteit spreekt natuurlijk ook hier een woordje mede. Schrij
ver zegt hierover
„Seniority, in so much as it implies greater experience, maturity of judgment
and capacity to shoulder responsibility, will always remain a dominant factor
in the question of promotion that is to say, it will generally be sufficient
to select from a zone comprising the seniors of one rank to fill a vacancy
in the next; but the depth of that zone will depend on circumstances and will
inevitably vary. This will be the normal procedurebut the abnormal must
also be provided for, and the pamphlet indicates, therefore, the possibility
of accelerated promotion in the hihger ranks."
De eigenaardige toestanden welke ontstaan door de gescheiden regiments
promotie, blijken wel uit het volgende: „Two officers who enter the Army
in the same batch from Sandhurst, and who are appointed to different regi
ments, find themselves through no effort of their own widely separated on
approaching field rank. One abtains his majority after seventeen years' service
the other, still only a capitain, sees no prospect of promotion for another
four years, while (for the purposes of argument) the average service is, say,
eighteen and a half years.", waarbij wij wijzen op het aangegeven gemiddelde
van I8V2 jaar ter bereiking van den majoorsrang. Om hieraan tegemoet te
komen, beveelt schrijver aan„The remedy is simple. There is no call for
General Lists, or the grouping of regiments or any like upheavals. It could
be applied to-morrow by the publication of an Army Order introducing a
system of time promotion based on a maximum and minimum length of
service for lieutenants and captains."
Het is al hetzelfde als bij ons, alleen de maximumgrens zal dan wel lager
zijn dan in ons koloniale leger gebruikelijk is.
Voor het artikel„Modern problems of Guerilla Warfare" wijzen wij slechts
op het handige overzicht aan het slot daarvan.
Ten slotte wordt de aandacht gevestigd op het korte opstel „The 3,7 hou-
witzer as close support weapon". Schrijver meent dat dit wapen zeer goed
voor het beoogde doel voldoet.
Naar onze meening is het te zwaar en onhandig.
Kriegskunst in Wort und Bild, Januari 1927. Als altijd is ook dit
nummer weer voorzien van talrijke aardige foto's en teekeningen. Het aan
den bekenden Fregattenkapitan Karl v. Müller gewijde artikel is het lezen
zeker waard.
