De opperbevelhebbers, die den soldaat voor roof en plundering
in bedwang wisten te houden, konden gewoonlijk in het politiek
gedeelte hunner taak op groote resultaten wijzen. Ik noem slechts
Hoche in de Vendée, Suchet in Spanje en de Generaal Arthur
Wellesley (later Hertog van Wellington) in Britsch-Indië. De Ge-
neraal-Majoor Wellesley schreef in 1803 op de grenzen van Mysore
aan den Luitenant-Generaal Lake, opperbevelhebber van het Britsch-
Indische leger:
„It is with a mixed sentiment of pride and pleasure that I inform your
lordship that all the inhabitants of this place, who for a time fled, returned
to their habitations last night on perceiving that no ravages had
been committed by the troops. I am informed from all quarters that the
inhabitants behold with astonishment this proof of the discipline and
good conduct of the army; all declare that hitherto it has been unknown
in Hindostan that a victorious army should pass through a country
without destroying by fire, and committing every excess the most injurious
to the inhabitants, but on the contrary, from the regularity observed by
us, our approach is a blessing, instead of bringing with it all the hor
rors of war attended by rapine and murder; that their cattle remain in
their fields unmolested and the inhabitants in their houses receive every
protection. Ihe favorable opinion the inhabitants have formed of us can
not fail of produce the most beneficial consequences."
Ofschoon in den 7en Titel van het Crimineel Wetboek voor het
krijgsvolk te lande zeer strenge straffen zijn gesteld op geweldenarijen
