The Coast Artillery Journal. August 1925. Hierin komt voor een opstel van
Colonel Kilbourne over „Combat methods of the Japanese" overgenomen
uit Infantry Journal van Mei 1925 en reeds vroeger in dit overzicht vermeld.
Ten vervolge op een artikel in het Meinummer van Coast Artillery
Journal schrijft colonel Vestal over „Relations of land power and sea
power".
Voorts bevat dit nummer „The battles of Ludendorff on the Russian
front" een vertaling van een studie uit de Revue militaire générale.
Uit een der vele karakteristieke tusschenvoegsel uit dit tijdschrift ne
men we het volgende over:
„It behooves all officers of whatever grade to fit themselves, by unceas
ing thought and study, for the exercise of command. No one knows
how soon his services may be urgently required in defense of the coun
try. Much can be learned from an intelligent study of military history,
and no one can be too well prepared for the great responsibilities of
war. It is well to remember, in the course of our work of preparation
for tomorrow, that principles do not change, though the method of their
application is ever changing. No matter how much the machinery of war
may be developed in the final analysis, it is the man we must understand.
Man, with all his strength and all his weaknesses, always has been and
always will be the basic element, and it is the lowledge of his psycho
logy that we must master when we consider how his best efforts may
be developed in war
In de „Professional notes" vonden we een verslag van proeven met
nieuw luchtafweermateriaal (geschut en mitrailleurs). Ook vermelden we
uit deze „notes" een bijdrage: „Effectiveness of Antiaicraft Fire".
Onder „Military notes" een kort verslag betreffende de in Maart j. 1.
gehouden Siameesche legermanoeuvres, waaraan 4 divisies deelnamen.
Revue militaire suisse. Aoüt 1925. De Kolonel H. Lecomte onderwerpt
in „La conduite des troupes et le combat" de in Zwitserland uitgegeven
ontwerp „Instruction générale sur la conduite des troupes et le combat"
aan een vrijmoedige en ernstige critiek.
Een van zijn bezwaren is dat er zaken in zijn opgenomen, die er niet
in thuis hooren, als gedragsregels voor schildwachten, patrouilles, enz.
Een erns.iger verwijt is het volgende:
„L'instruction générale ne donne aucune indication sur le combat de la
division ni du corps d' armée. Elle débute par ces mots: „L'instruction
générale sur la conduite des troupes et le combat vise a créer dans
l'armée 1' unité de doctrine; elle contient a eet effet des principes applicables
a Ia brigade et aux groupements moins importants".
II me parait que 'on n'aurait guère pu mieux dire si 1' on avait voulu
„détruire" et non „créer" l'unité de doctrine.
L' Instruction générale ne fixant aucune doctrine pour la conduite et le
combat des divisions et ccps d' armée, force les commandants des unités
d' armée, a se créer chacun leur doctrine; il y en aura done au minimum
une dizaine, sans compter la doctrine officïelle dont personne n aura
cure, comme ga a été le cas jusqu' ici."
Voorts betoogt hij dat de organisatie der divisie- en legerkorpsstaven
op een geheel andere taak voor de divisie- en legerkorpscommandanten
wijzen dan die in de Instructie neergelegd. Hij ziet in dit ontwerp een
gecamoufleerde poging van den zw. generalen siaf om:
